农村合作医疗制度的建立关系到我国九亿农民的医疗保障问题,但因为其涉及卫生以外的诸多部门,成为农村工作的一个难点。山西省天镇县民政局认识到贫困地区建立农村合作医疗制度的重要性,充分发挥民政部门的职能,用心寻找民政工作与合作医疗工作的切入点与结合点,认识高、措施实,有针对性地为发展和完善农村合作医疗制度做好开创性工作,值得有关部门借鉴。本刊编发此文,意在使各级政府有关部门都来关心合作医疗这项“民心”、“德政”工程。
The establishment of a rural cooperative medical system has a bearing on the medical security of 900 million farmers in China. However, because it involves many sectors other than health, it has become a difficult task in rural areas. The Tianzhen County Civil Affairs Bureau of Shanxi Province recognized the importance of establishing a rural cooperative medical system in impoverished areas, gave full play to the functions of the civil affairs department, and carefully looked for entry points and integration points for civil affairs work and cooperative medical work, with a high awareness and practical measures. The pioneering work for the development and improvement of the rural cooperative medical system is well-established and worthy of reference by relevant departments. This article is published in this article, intended to make the relevant government departments at all levels concerned about the “people’s mind” and “German politics” project of cooperative medical care.
