水布垭工程在清江流域开发中具有重要的地位和作用。根据该枢纽的开发任务,综合考虑发电、防洪、航运、水库淹没、工程地质、工程量和投资等诸方面的因素,论述了枢纽正常蓄水位选择原则,特别是以不淹恩施城区为正常蓄水位的控制条件;从水库径流调节、发电、泥沙淤积和航运、工程量和投资等方面论述了死水位的选择;从电站发电能力、水库调节性能、系统负荷发展、系统峰荷增长和电源构成等方面,介绍了装机容量的选定;从水库调节性能、发电效益等方面研究提出了水库运行及调度方式。此外,为满足库区防洪和不淹恩施城区的需要,提出了汛期水库控制水位的运用方案。

In addition, in order to meet the need of flood control in the reservoir area and Enshi city, the scheme of reservoir water level control in flood season was put forward.
