电力体系既有自然垄断部分又有可竞争部分的产业结构,使放松管制与再管制成为电力产业管理体系演进的主旋律,因此,确定新的合理的管制模式,是电力改革的主要目标之一。
The power system has both the natural monopoly part and the competitive part of the industrial structure, making deregulation and re-regulation the main theme of the power industry management system evolution. Therefore, determining a new and reasonable regulatory mode is one of the major objectives of the power reform.
