“走出去”是我国经过30多年的改革开放,积极应对全球化历史潮流的战略选择,是当前推进文化大发展大繁荣最突出的主题之一。这个战略是在我国入世过渡期结束之后、文化产业开始深度参与国际文化产业分工与国际文化市场的竞争中提出来的。这是我国经济走出去在文化产业发展领域里的必然延伸,也是我国文化市场对外开放的必然结果。更深层次的原因是如何克服入世后我国文化产业被动挨打的局面,变消极应对为主动出击,通过积极扩大国际文化贸易、克服巨大的文化贸易逆差,维护国家文化安全。在
“Going Global” is one of the most prominent topics for promoting the great development and prosperity of culture in our country after more than 30 years of reform and opening up and its active response to the historical trend of globalization. This strategy was put forward after the transitional period for China’s accession to the WTO was completed and the cultural industry started to participate deeply in the competition in the division of international cultural industries and in the international cultural market. This is an inevitable extension of our country’s economy going out in the field of cultural industry development as well as the inevitable result of opening up the cultural market in our country. The deeper reason is how to overcome the passive beating of our cultural industry after China’s accession to the WTO, and take the initiative to deal with it negatively.
