目的测算不同类型非政府组织开展感染者和病人关怀服务的单位成本。方法通过问卷调查与访谈获取三个不同类型的非政府组织开展艾滋病感染者和病人关怀服务的活动设置和经费使用等信息,并测算单位成本。结果 2013年,三个非政府组织开展艾滋病感染者关怀救助服务的年度单位成本分别为210元/人/年、189元/人/年和334元/人/年,平均为244元/人/年。关怀服务经费支出主要以工作人员补助和行为改变活动为主。结论不同类型的非政府组织开展PLWHA关怀服务的单位成本存在差异,主要是受到组织规模、活动单价、工作人员补助标准等因素的影响。
Objectives To measure the unit cost of different types of NGOs in HIV and patient care services. Methods The questionnaires and interviews were used to obtain information on the setup of the activities and funding of three different types of NGOs for AIDS-related and patient care services and to measure unit costs. Results In 2013, the annual unit costs of providing care and assistance services for HIV-infected persons by the three NGOs were 210 yuan / person / year, 189 yuan / person / year and 334 yuan / person / year respectively, with an average of 244 yuan / person / year. Caring for service expenditures are mainly staff subsidies and behavior change activities. Conclusion There are differences in the unit cost of different types of non-governmental organizations in carrying out PLWHA care services, which are mainly affected by such factors as the size of the organization, the unit price of activities, and the standard of staff subsidy.
