十五届六中全会作出的《中共中央关于加强和改进党的作风建设的决定》明确提出:“不允许把自己管理的地方、部门和单位,搞成不听党的统一指挥、不受组织约束和群众监督的‘领地’”。“领地”原指奴隶社会、封建社会中领主所占有的土地,现泛指势力范围。做官者搞“领地”,是封建社会的余毒。在我国封建社会,进了朝廷的大门、当上朝廷的官人,往往都把拥有自己的“领地”作为权势的体现,看成官威的象征。现实社会中,在我们党处于执政地位的条件下,有的握有权力的领导干部置党的统一指挥和民主集中制原则于不顾,置组织约束和群众监督于不顾,在自己管理的地方、部门和单位,目中无人,骄横跋扈,把职权范围
