20世纪90年代后期,西方发达国家在社会政策转型背景下兴起了就业能力理论。就业能力理论主张转变传统消极的福利政策和就业政策,以“积极”的就业导向为其理论和政策的核心内容。就业能力的提高依赖经济政策和社会政策的完善,两者互为条件、互相促进,并不存在孰轻孰重的问题。就业能力理论及其在西方国家的政策实践为中国社会政策转型和就业问题的有效解决提供了可资借鉴的一种思路。
In the late 1990s, the western developed countries raised the theory of employability under the background of social policy transformation. The theory of employability advocates the transformation of the traditional negative welfare and employment policies and the “positive” employment orientation as the core of its theory and policy. The improvement of employability relies on the improvement of economic policies and social policies. The two are mutually reinforcing conditions and promoting each other. There is no question of what is more important than the other. The theory of employability and its policy practice in western countries provide a reference for China's social policy transformation and the effective solution to the employment problem.
