国家治理应包含塑造共同价值体系,自觉维护民族文化精神和价值;强化扩大公民有序参与的基础上,实现国家权威的有效性和认可度。法治意识培育是国家治理现代化的有效途径。国家治理现代化不仅需要达到依法治国,还应当建构一种全民认同、自觉遵守的法治体系,建构组织良好、有效的政府职能体系,提升国家治理执行力。
State governance should include shaping the common value system, conscientiously safeguarding the spirit and value of the national culture, strengthening and expanding the orderly participation of citizens, and achieving the effectiveness and acceptance of state authority. The cultivation of the awareness of the rule of law is an effective way for the government to modernize the country. In order to modernize state governance, we not only need to reach the goal of governing the country according to law, but also construct a system of the rule of law recognized by the people and consciously abided by, and establish a sound and effective system of government functions so as to enhance the implementation of state governance.
