一、在计划经济与市场调节相结合上,一定要遵循国民经济有计划按比例发展规律。 国民经济是一个国家生产、流通、分配和消费的总体。国民经济活动是按照各个部门分工来进行的,社会各经济部门同整个国民经济的发展有着密不可分的关系。这就要求各部门,按照国民经济发展的统一计划和相应的比例关系协调发展,使社会经济活动按照既定的目标运行。这就是国民经济有计划按比例地发展,而这只有在生产资料公有制的条件下才有可能实现。它体现了社会主义制度的优越性,是区别于资本主义经济制度的一个基本特征。
