民主行政社会构建中的多元共治,是我国公共行政发展的必然结果和社会发展的自然归属。政府中心主义治理模式根植较深、社会组织自治能力尚且不足、公民参与精神与参与理性欠缺和行政文化建设较为落后,是我国民主行政社会构建存在的主要问题。为了促进我国公共行政化民主改革深入发展,实现民主行政社会构建的多元共治,必须不断提升政府治理能力,推进社会组织的建设和发展,调动公民参与的积极性,加强行政文化建设。 The pluralistic governance in the construction of democratic administrative society is the inevitable result of the development of public administration in our country and the natural ownership of social development. The root cause of government-centered governance is deeply rooted. The lack of self-governance of social organizations, the backwardness of citizens' participation spirit and lack of participation and the backward construction of administrative culture are the major problems in the construction of our democratic administrative society.
