自上个世纪80年代以来,我国年均输出两万多名留学生。改革开放25年间,出国留学人员已超过58万人,其中15万人已经学成归国; 据统计,中国科学院院士的81％、中国工程院院士的54％、“九五”期间国家“863”计划首席科学家的72％,均为留学回国人员; 目前在全国70多个留学人员创业园中,15000多名“海归”人员创办了4000多家企业,仅北京中关村高科技园区就有留学人员企业1800家,企业年产值达300多亿元。
Since the 1980s, the average annual output of more than 20,000 foreign students in our country has been exceeded. According to statistics, 81% of academicians of the Chinese Academy of Sciences, 54% of academicians of the Chinese Academy of Engineering, and “863” of the state during the Ninth Five-year Plan period, according to statistics, 72% of the planned chief scientists are returned overseas students. At present, more than 4,000 enterprises have been founded in more than 70 overseas returnees entrepreneurship parks and more than 15,000 returnees have staffs. Only Beijing Zhongguancun Hi-tech Park has students studying abroad. 1800, the annual output value of enterprises reached more than 300 billion yuan.
