自加入WTO以来,温州大量遭遇反倾销和保障措施等外贸壁垒,并潜在面临着大量以"保护人类健康和环境安全"为由而实施的贸易壁垒.技术层面的、政府、行业和涉案企业三方互动应对贸易壁垒的模式取得了一定的成绩,但效果并不理想.因此,从制度层面而非技术层面寻求防范贸易壁垒之道才应是温州努力的方向.企业社会责任作为一种新的企业管理模式,融合了追求利润、保护环境和尊重劳工的三重目标,有助于强化企业的负责任的竞争力,从而是温州应对贸易壁垒的法制路径选择的可行切入点.
