在合作生产过程中,公民与提供公共服务的公共机构进行合作。尽管已经有研究关注合作生产,但是人们对这个问题的认识仍然存在着一些重大分歧。其中的一个疑问是,公民为什么要参与合作生产这一过程。本文提出的理论模型将人的因素纳入对合作生产的研究中来。该模型从以下几个方面解释了公民对合作生产的参与,即公民对合作生产任务的认知、公民对自身在公共服务提供过程中做出贡献的能力的认知、公民的个人特性以及他们在私利和为社区着想方面的动机。为了证明该模型的适用性,本文使用的经验证据来自荷兰与比利时的四个合作生产案例。本文还讨论了该研究结果的理论与实践意义,并就进一步的研究提出了建议。
In cooperative production, citizens cooperate with public agencies that provide public services. Although research has focused on cooperative production, there are still some major differences in people’s understanding of this issue. One of the questions is why citizens are involved in co-production. The theoretical model proposed in this paper brings human factors into the study of cooperative production. The model explains the participation of citizens in cooperative production from the following aspects: the cognition of citizens on the task of cooperative production, the cognition of citizens’ ability to make their contribution in the provision of public services, the personal characteristics of citizens and their Motivation for self-interest and community empathy. In order to prove the applicability of the model, the empirical evidence used in this paper is drawn from four cooperative production cases in the Netherlands and Belgium. The paper also discusses the theoretical and practical significance of the research results and puts forward suggestions for further research.
