In 1999, the State Council made the Reply on Issues Concerning the Construction of Zhongguancun Science Park, and proposed to set up Zhongguancun Science Park as a world-class science and technology park in about 10 years. Beijing proposed that by 2010 China will take the lead in realizing modernization and require Haidian District to take the lead in realizing modernization in the whole city.
