1月11日召开的国务院常务会议讨论并原则通过了《中华人民共和国就业促进法(草案)》。会议指出,就业是民生之本,实现就业比较充分是经济社会发展的重要目标。为了促进就业,保持社会和谐稳定,有必要在总结经验的基础上,制定专门法律,将国家促进就业的方针政策进一步制度化和具体化。《中华人民共和国就业促进法(草案)》对促进就业的原则、工作机制、政府职责和政策支持体系,以及人才和劳动力市场秩序、职业教育和培训、就业服务和就业援助、监督检查和法律责任等内容作了明确规定。我们特约中国劳动关系学院法学系王守俊先生就此问题进行剖析,以期引起读者的共鸣与关注。
On January 11, the State Council executive meeting discussed and approved in principle the “Employment Promotion Law of the People's Republic of China (Draft).” The meeting pointed out: Employment is the basis of people's livelihood. Achieving full employment is an important goal of economic and social development. In order to promote employment and maintain social harmony and stability, it is necessary to formulate specific laws on the basis of summing up experiences and further institutionalize and substantiate the country's principles and policies on promoting employment. The Employment Promotion Law of the People's Republic of China on Employment Promotion Principles, Working Mechanisms, Government Responsibilities and Policy Support Systems, Talent and Labor Market Order, Vocational Education and Training, Employment Services and Employment Assistance, Surveillance and Legal Liability And other content made a clear provision. Mr. Wang Shoujun, a law professor at China Institute of Labor Relations, conducted an analysis on this issue with a view to arousing readers' sympathy and attention.
