作者认为:我国十多年来的经济体制改革,就是在承认传统的高度集中的计划经济体制是一种僵化的体制的基础上,不断向市场经济发展的过程。我国要发展社会主义市场经济,当务之急是要走出“双轨制”,在市场经济的基础上重新再造计划模式。为此,我们应抓住前所未有的机遇,迎接新的挑战。发展社会主义市场经济,重要的是要与国际市场的融合度、与国际惯例的对接度为标准。作者认为,市场经济包含了丰富的内容,我们确实有一个认真学习的过程;建立社会主义市场经济,本质上是公有制如何与市场经济结合在一起,我们也确实需要进行认真的探讨和研究。尤其是社会主义的初级阶段,现在即使像深圳那样的地区也只是一种原始市场。我们改革的任务还非常重。
The author believes that the reform of the economic system in our country over the past decade or so is the process of continuously developing the market economy on the basis of recognizing that the traditional highly centralized planned economy is a rigid system. In order to develop the socialist market economy in our country, it is imperative to go out of the “dual track system” and rebuild the planning model on the basis of a market economy. To this end, we should seize the unprecedented opportunities to meet the new challenges. To develop the socialist market economy, what matters is the degree of integration with the international market and the degree of conformity with international practices. The author believes that the market economy contains a wealth of content. We do have a process of earnest study. To establish a socialist market economy is essentially how public ownership is integrated with the market economy. We also need to seriously discuss and study it. Especially in the initial stage of socialism, even a region like Shenzhen is only a primitive market. The task of our reform is still very heavy.
