商用车排放要达到国Ⅳ标准,涉及柴油机及相关产业的技术和产品的升级换代,柴油机零部件行业影响最大、最主要的是电控柴油喷射系统行业和柴油机后处理装置行业。虽然商用车数量比乘用车少约三倍,但是单车排气量和车行驶里程都比乘用车大得多,其总体废气排放量占比很高,据此,针对商用车的排放法规和政策应该作为机动车排放控制的工作重点。从国Ⅲ到国Ⅳ,据测算中型车成本将增加20000~30000元,重型卡车成本将增加30000~40000元,车辆越大越重,需要增加的成本越高。特别是中重型卡车国Ⅲ产品大部分都还是机械泵,真正实施国Ⅳ会面临切换电控燃油喷射系统和增加排气后处理系统的成本压力,发动机厂和整车厂都面临着巨大的成本压力,无法承担增加的成本。增加的成本如果全部由用户承担,最终会影响到经济活动的方方面面,会带动物价水平的上涨。国家必须通过终端购车补贴政策拉动中重型商用车的排放升级,增强自主品牌商用车的竞争力,进一步有效控制和降低机动车尾气排放。
