透明度原则(Transparency Principle)是WTO的基本原则之一,是WTO法律制度有效性的保障机制之一。本文试图通过对WTO透明度原则的深入研究来介绍这一原则的概念、起源、发展以及其深刻的价值内涵。本文分为七个部分:第一部分介绍了WTO透明度原则的概念;第二部分说明了WTO透明度原则的起源;第三部分简要概述了透明度原则在WTO中的内容;第四部分概况了这一原则的价值和内涵;第五部分论述了其特点和作用;第六部分预测了它在WTO中的发展;第七部分则总结了透明度原则对于WTO法律制度的意义。本文认为,透明度原则的功能是使WTO成员国在国际经济贸易交往中,保持有关贸易法律法规和政策的统一性、公正性和合理性。这是强化WTO多边贸易体制的一个重要因素,因而透明度原则对于WTO来说具有重要意义,值得深入研究。 Transparency Principle is one of the basic principles of the WTO and one of the safeguard mechanisms of the validity of the WTO legal system. This article attempts to introduce the concept, origin, development and profound connotation of this principle by deeply studying the principle of WTO transparency. This article is divided into seven parts: the first part introduces the concept of the principle of transparency of the WTO; the second part explains the origin of the principle of transparency of the WTO; the third part gives a brief overview of the content of the principle of transparency in the WTO; the fourth part outlines the principle The value and connotation of the WTO; the fifth part discusses its features and functions; the sixth part predicts its development in the WTO; the seventh part summarizes the significance of the principle of transparency to the WTO legal system. This paper argues that the function of the principle of transparency is to make WTO members maintain the unity, fairness and rationality of relevant trade laws, regulations and policies in the international economic and trade exchanges. This is an important factor in strengthening the multilateral trade system of the WTO. Therefore, the principle of transparency is of great significance to the WTO and deserves further study.
