在全民所有制工业企业中推行租赁经营责任制,是适应我国现阶段生产力水平和有计划的商品经济发展要求的、具有中国特色的社会主义企业的有效经营方式。然而,当前在理论界和经济管理部门的一些同志中,对此有一些不同看法,集中反映出以下几个问题:一、租赁经营的适用范围。“租赁经营只能在小企业或微利、亏损企业搞,大中型企业只能搞承包经营”,是经济界的普遍看法。理由是:大中型企业的资产多,承租者租不起、赔不起,不可能承担经营风险。但我则认为,租赁经营与承包经营都是按照两权分离原则,改革全民所有 Promoting the leasing operating responsibility system in industrial enterprises owned by the whole people is an effective way of operating a socialist enterprise with Chinese characteristics that meets the current level of productivity in our country and the planned development of commodity economy.
