收入再分配的程度是最优经济秩序最说明问题的特征。它既是国内“社会问题”的核心,也是国家之间发展合作问题的核心。本文给出了一个最优经济秩序最简单的模型,并根据经验数据计算了若干国家内部实现再分配以及发展中国家与发达国家之间实现再分配所需要的时间。按发达国家对发展中国家的现有援助水平(GNP的0.35%)计算,实现最优秩序(各国个人收入相等)需要五个世纪。富裕国家应向发展中国家提供更多援助,这对于发达国家人民也是有利的和必要的。
The degree to which income is redistributed is the most characteristic of the optimal economic order. It is not only the core of the “social problem” in our country, but also the issue of development and cooperation among nations. This paper presents a simplest model of the optimal economic order and calculates from empirical data the time required to achieve redistribution within a number of countries and to achieve redistribution between developing and developed countries. Calculated on the basis of developed countries' current level of aid to developing countries (0.35% of GNP), it will take five centuries to achieve optimal order (with equal incomes for all countries). The rich countries should provide developing countries with more aid, which is also beneficial and necessary for the people in developed countries.
