党的十六大以来,针对建立社会主义市场经济体制过程中出现的新情况、新问题,党中央提出了“标本兼治、综合治理、惩防并举、注重预防”的反腐倡廉战略方针,颁布了惩防体系《实施纲要》和《工作规划》,预防腐败工作进入全面部署、整体推进、协调发展的新阶段。成立国家预防腐败局,是党中央、国务院适应这一新形势作出的重大决策,有利于从国家层面和行政角度对全国预防腐败工作进行组织协调、综合规划、政策制定、检查指导。
