Energy is an important material basis necessary for the development of the national economy and people’s livelihood. Internationally, the degree of modernization of a country is often measured by such factors as the per capita energy consumption, energy composition, energy use efficiency and environmental impact. It is the inevitable choice of modern society to use legal means to protect and sustainably use energy. The energy legal system is determined by the national energy laws and regulations and stipulates the energy development benefits
