社会管理不仅仅是党和政府的事情,社会管理既关系公众,也需要公众参与。对于农村社会,村民参与社会管理,既有利于赢得群众的支持,又能有效地实现人民当家作主。目前村民在参与社会管理的程度、途径、空间和效果等方面还存在现实与理想的差距。要真正实现村民有效的参与农村社会管理,还必须采取措施唤醒村民参与社会公共事务的意识和热情,提高参与的能力和和效率,营造利于参与的环境和氛围,建立健全参与制度。
Social management is not just a matter for the party and the government. Social management involves both the public and the public. For rural society, the participation of villagers in social management is not only beneficial to winning the support of the masses, but also effectively bringing people first. At present, villagers still have the gap between reality and ideal in terms of the degree, ways, space and effect of participating in social management. To truly realize villagers' effective participation in rural social management, measures must also be taken to awaken the awareness and enthusiasm of villagers in social and public affairs, enhance the ability and efficiency of participation, create an environment and atmosphere conducive to participation, and establish and improve a participatory system.
