各位委员:《中华人民共和国文物保护法(草案)》的草拟是从一九七九年开始的。三年来,曾经分发各省、市、自治区文物部门广泛征求意见,在北京还分别约请全国政协委员、知名人士、有关专家和有关部门的同志举行了座谈,征求意见,根据大家的意见,又作了必要的补充和修改。在草案的修改过程中,国务院办公厅法制局和人大常委会法制委员会也给予了很大帮助。现在我对《中华人民共和国文物保护法(草案)》作一简单说明,请予审议。
Members: The draft Law of the People’s Republic of China on the Protection of Cultural Relics (Draft) was started in 1979. In the past three years, the departments of cultural relics once distributed to various provinces, municipalities and autonomous regions solicited opinions extensively. In Beijing, they also invited the CPPCC members, celebrities, relevant experts and comrades from relevant departments respectively to hold informal discussions and seek opinions. Based on the opinions of all of them, Necessary additions and modifications. In the course of drafting the amendment, the Legislative Affairs Bureau of the General Office of the State Council and the legal committee of the NPC Standing Committee also gave great help. Now I give a brief account of the “Law of the People’s Republic of China on the Protection of Cultural Relics (Draft)” for consideration.
