当前,互联网日渐深入地改变着我国的政治生态环境。在互联网这个舆论场里,网民通过新闻跟帖、网络论坛、博客和即时通讯群等表达自己的利益诉求、营造舆论、形成舆情;中央和地方政府部门对网络舆情高度重视、积极回应,互联网日益成为政府了解社情民意、治国理政的新平台。在善治视域中,公民必须具有足够的政治权力来参与选举、决策、管理和监督。本文通过分析网络舆情与公民参与选举、决策、管理和监督这四个方面的政治权力之间的关系,来论证加强网络舆情研究以及正确引导网络舆情对实现政府善治的意义,具有一定的边际理论创新。
