区域内的产业协调发展水平被认为是衡量城市群建设效果的重要内容。由于不同地区的经济发展模式和发展阶段均存在一定差异,单一标准评价体系通常难以满足城市群产业协调发展评价与分析的需要。作者综合考虑多元价值因素和多样性发展需求,从经济性、专业性、平衡性和友好性四个维度对城市群的产业发展状况进行定量描述,并在此基础上对各类指标参数进行有效综合,提出了一种多指数评价模型。利用该模型,以京津冀、长三角和珠三角为例,对我国典型城市群的产业协调发展现状和发展历程进行比较分析。结果表明,京津冀城市群产业分工最为明确,但产业外溢效应有限,中、小型城市的产业结构过于单一,城市间的经济差距缩小缓慢;长三角城市群核心城市对周边地区具有一定的经济带动效果,但区域整合力度不够,城市之间的产业相似度较高,最终难以充分发挥各自的比较优势;相比以上两大城市群,珠三角城市群在市场经济的推动下,各城市间的产业分工更为合理,核心城市的经济带动作用明显,产业协调发展水平较高。
The level of industrial coordinated development in the region is considered as an important part of measuring the effect of urban agglomeration construction. Because there are some differences in the economic development model and development stage in different regions, the single standard evaluation system is usually difficult to meet the needs of the evaluation and analysis of coordinated development of urban agglomerations. Based on the multiple values and diverse development needs, the author quantitatively describes the industrial development of urban agglomeration from the four dimensions of economy, professionalism, balance and friendliness, and on the basis of which, the author makes effective reference to all kinds of indicators Comprehensively, a multi-index evaluation model is proposed. Using this model, taking Beijing, Tianjin, the Yangtze River Delta and Pearl River Delta as an example, this paper makes a comparative analysis of the status quo and development course of industrial coordinated development in typical urban agglomerations in China. The results show that the division of labor among the urban agglomerations in Beijing, Tianjin and Jihzhou is the most clear, but the industry spillover effect is limited. The industrial structure in medium and small cities is too single and the economic gap between cities narrows slowly. The core cities in the Yangtze River Delta urban agglomeration have certain economic Driving effect, but the regional integration is not enough, the industrial similarity between cities is high, and ultimately it is difficult to give full play to their respective comparative advantages; compared to the above two major urban agglomerations, the Pearl River Delta urban agglomeration driven by the market economy, The division of labor in the industry is more reasonable. The core cities have obvious economic impetus and the industrial coordination and development level is high.
