实现科学发展和社会和谐,需要有力的精神支撑和良好的文化条件,这就对公共文化产品提供及资源配置等提出了新的要求。而我国目前公共文化提供在财政公共支出总量增长及结构优化的过程中明显滞后,且受益格局中存在较为显著的城乡及地区差异。因此,各级政府应当高度重视公共文化,加大公共财政对公共文化的投入与支持,以政府职能创新为突破口,推进公共文化服务的均等化,从而提升全民文化素质与社会凝聚力。
Achieving scientific development and social harmony require strong spiritual support and good cultural conditions, which sets new demands on the provision of public cultural products and resource allocation. At present, the public cultural provision in our country lags far behind in the growth of total public expenditure and structural optimization, and there are more significant differences between urban and rural areas in the pattern of benefit. Therefore, governments at all levels should attach great importance to public culture, increase the input and support of public finance to public culture, and take the innovation of government functions as a breakthrough to promote the equalization of public cultural services so as to enhance the cultural quality and social cohesion of the entire people.
