第一章总则第一条:为发展本区水上交通,沟通城乡关系,促进物资交流及保障帆船所有权与客货运输安全起见,特订定本办法。第二条:凡在本区各省境内行驶之帆船载重吨位在三公吨(三十公担)以上者,须依据本办法受各该省内河航运管理局或其所属机构(以下均简称当地航运机关)管理之。第三条:本办法所称之帆船,系指用帆篷橹桨及无机械动力为推进工具之船舶而言(但机帆船及以拖带为主之木驳除外)。
Chapter I General Provisions Article 1 This measure is specially formulated to promote the development of water transport in the area, to communicate the relationship between urban and rural areas, to promote the exchange of materials and to ensure the ownership of sailing vessels and the safety of passenger and freight transport. Article 2 Any sailing vessel with a weight of three metric tons (30 kgs) or more operating in the provinces of the respective districts shall be subject to the provisions of these Measures by the respective departments of the Inland Waterway Administration of the Province or their respective agencies (hereinafter referred to as local shipping authorities ) Management. Article 3: The term “sailing vessel” as mentioned in the present Measures means a vessel propelled by sails and without mechanical power, except for sailing yachts and drag chains.
