王树(木井)(1851—1936),字晋卿,直隶小兴州人,自幼迁居保定,先后任四川青神及宁夏中卫知县,兰州道,新疆布政使。他于光绪三十二年八月进疆。在任期间,他裁南疆浮征粮草,重订税收、首创官钱局,发行纸币。原来新疆每岁由内地协济银饷二百万,后因内地自顾不暇,协银日稀,他即试办纸币一百万两发行全省,商人不但乐于行用,且以居奇,奉为至宝。久之纸币百两易换实银至一百二十余两。因而他再上书度支部请再造纸币二三百万两,并称此后可以永不仰给岁协,然而此议被搁置。同时,他于宣统元年创办了新疆的大清邮政。
