At present, all countries in the world are studying ways to mitigate the earthquake disaster and preventing the tremendous losses caused by the earthquake in various ways. In spite of this, it still can not avoid the harm it brings to human beings. However, as long as the seismic fortification emphasis on this work, the loss can be reduced completely. For example, the 8.4-magnitude earthquake in Alaska, the United States of America, on March 27, 1964, contained an anonymous population of about 1,260 in Anchorage, a 100,000-strong earthquake-prone urban area. There were also few houses collapsed. After the earthquake, the streets and houses in the city remained neat and beautiful without loss
