1979年第四季度,作者对各运洋公司、海运局、航运局、港监及外轮代理公司所发生的和处理的船舶搁浅触礁事故进行了调查,连同国外的同类事故,共收集案例190余宗。本文对这些案例进行了归纳和分析,总结发生搁浅触礁事故的基本原因,指出人为过失是其中最重要的因素。文章试图对具体工作中诸方面的失误从理论和实践两个方面进行分析並略举数例,以期引起航海人员的重视和警惕。对以往海事进行分析的最终目的,应该是而且也只能是在更深广的范围内探索今后防止事故发生的途径。
In the fourth quarter of 1979, the author investigated the occurrences and handling of ship stranded and rock touching accidents occurred in Yunyang Company, Maritime Bureau, Shipping Bureau, Hong Kong Registrar and Foreign Agency Agency Company. In addition, 190 cases were collected together with similar incidents abroad Zong. This paper summarizes and analyzes these cases, summarizes the basic reasons for the occurrence of stranding and reefing accidents, and points out that human error is the most important factor. The article attempts to analyze the mistakes in all aspects of the specific work from two aspects of theory and practice and give a few examples in order to arouse the attention and vigilance of sailing personnel. The ultimate goal of analyzing the past maritime affairs should be and can only be explored in a broader context in the future to prevent accidents.
