一个人的行为主要受教育和制度的影 响,教育可以转化一个人的思想,培养高尚的 情操、先进的觉悟,但要将思想化为行动,仅 靠教育和自觉是不够的,还需要从制度上加 以引导和规范。短期集中教育和经常性教育 互相配合,双管齐下,制度建设贯穿其中,党 的先进性建设就有了强有力的保证。最近,党 中央指出,要建立健全保持共产党员先进性 长效机制,取得制度成果。因此,要进一步认 识和把握新形势下加强党的先进性建设的规 律,使先进性教育活动取得的成效、创造的经 验转化为规章制度。
