1 概况花桥镇是昆山市的东大门,与上海市嘉定县毗邻。全镇面积49.95平方公里,人口3.3万,其中农业人口2.6万。1990年全镇工农业总产值3.29亿元,粮食总产3.33万吨,农民人均收入1280元。全镇下辖29个行政村,村村建有卫生室,经市卫生局验收,于1989年底均已达到甲级村卫生室的标准。全镇共有乡村保健入员48名,获乡村医生证书的47人,获证率98%。该镇自60年代中期兴办合作医疗,20余年来坚持始终,从未中断,常办常新,日臻完善。特别是1989年以来,成功地引进了保险机制,增强了合作医疗风险补偿的能力,使合作医疗焕发了生机和活力,倍受全镇农民的欢迎。
