食品安全的公共物品特性要求政府必须承担起监管者的角色。经过2013年以来的政府机构改革与调整,我国逐步实现了由食品药品监督管理部门对食品安全进行统一监管的格局,然而我国食品安全监管尚未能完全满足时代发展的要求。完善食品安全政府监管的路径有:改变执政理念,严格依法行政;加强日常监管,正确处理监管与执法的关系;发挥市场机制作用,保障社会公众充分参与。
The characteristics of public goods for food safety require that the government assume the role of supervisor. After the reform and adjustment of government agencies since 2013, China has gradually realized the unified supervision of food safety by the food and drug regulatory authorities. However, the food safety regulation in our country has not yet fully met the requirements of the development of the times. Perfecting Food Safety The path of government regulation includes: changing the concept of ruling and strictly administering according to law; strengthening routine supervision and properly handling the relationship between regulation and law enforcement; giving play to the role of market mechanism and ensuring the full participation of the general public.
