最近,党中央颁布了干部人事制度改革的5 个法规性文件。这5个文件涉及干部公开选拔、竞争上岗、全委会任用干部表决办法、党政领导干部辞职等领域,重点是解决干部能上能下和能进能出、扩大党内民主、加强干部监督等问题。这些法规性文件的出台,标志着干部人事制度改革向整体推进迈出重要一步,必将推动干部人事制度改革的深入进行。今后,要想抓好这项工作,必须抓住改革的关键和着力点,在3个方面有所突破。
Recently, the party Central Committee issued five statutory documents on the reform of the cadre and personnel system. These five documents are related to the areas of open selection and competition of cadres, appointment of cadres by the entire committee, resignation of party and government leading cadres, and other key areas in resolving the issue of cadres being able to go on and down, expand inner-party democracy, and strengthen cadre supervision And other issues. The promulgation of these regulatory documents marks an important step toward the overall progress of the cadre and personnel system reform and will surely promote the in-depth reform of the cadre and personnel system. In the future, in order to grasp this task well, we must seize the key and focal point of the reform and make breakthroughs in three aspects.
