转岗分流、下岗分流是胜利油田降低成本、摆脱困境的两种基本的减员形式。转岗,尤其是下岗,对长期以来端惯了“铁饭碗”的油田职工来说无疑是大的冲击。在这种情况下,积极发挥思想政治工作在减员增效中对职工利益的维护职能,就可以赢得职工对改革的支持和理解,有效地调动他们参与改革的积极性和主动性。根据我们的实践,这种维护职能主要有以下几种:
