当前处在二次创业的乡镇企业正经历着一场传统管理向现代管理转变的过程。第一代乡镇企业家用的大部分是传统管理,其特征是:1、从理念上得益于传统文化,特别是儒家文化,乡镇企业所遵循的原则,为人处事的准则,教育员工的内容都以“忠、诚、信、义”为特征;2、家族制经营模式;3、家长制领导方式;4、拍脑袋决策方式;5、把员工当成雇工、工具、机器人;6、人治为主,有制度,但比较粗放。这种管理模式,适合于规模小、员工文化层次低、劳动密集度大、技术档次低的企业。厂长本身文化水平低,管理素质差,简单粗暴的家长制方式也挺管用,工人也只为了谋生而来打工。但二次创业就不同了,高科技要有高层次人才,大学生多了,普通工人至少也是高中生,民主意识强了,需要改变了,他要实现自我价值,管理就必须有民主性与法治的结合,以人为本的现代管理产生了:1、以人为本作为管理的核心,要事事处处尊重人,调动人的积极性,实现人的自我价值为中心的管理。2、法治。必须有一套完善、
