一《国家中长期教育改革和发展规划纲要(2010-2020年)》(以下简称《纲要》)的颁布,是党中央、国务院推进教育优先发展,建设人力资源强国的一项重大战略举措。《纲要》指出:“发展职业教育是推动经济发展、促进就业、改善民生、解决‘三农’问题的重要途径,是缓解劳动力供求结构矛盾的关键环节,必须摆在更加突出的位置。”《纲要》明确了职业教育在未来10年的发展目标、任务和措施,对发展职业教育提出了新的要求。
