党的十八大提出“推动实现更高质量的就业”目标,对健全人力资源市场、完善就业服务体系提出了新的更高要求。人力资源市场的供求主体分别是劳动力和企业,人力资源服务业则是人力资源市场的载体,包括了公共就业服务和私营就业服务两大部分。一方面,我国人力资源市场伴随着改革开放的进程,经过30多年的努力,初步形成了公共服务与经营性服务并重,各类人力资源服务机构并存的多层次、多元化的人力资源市场服务体系。人力资源服务业作为一个独立的服务行业门类的地位得以确立,在经济社会发展中的重要性日益提升。但另一方面,由于我国人力资源服务业处于起步阶段,也伴随着许多成长中的问题。致力于推进我国人力资源服务业健康发展,为实现高质量就业提供服务,本文着重介绍国外人力资源服务业的发展情况,并从全球视角进行分析和比较,吸取对我们有借鉴作用的经验。
The 18th CPC National Congress put forward the goal of “promoting the realization of a higher quality of employment.” It sets new and higher requirements for improving the human resources market and improving the employment service system. Human resources market supply and demand are the main labor force and business, human resources service industry is the carrier of human resources market, including public employment services and private employment services in two parts. On the one hand, with the progress of reform and opening up, the human resources market in our country has initially formed a multi-level and diversified human resources market service system with equal emphasis on both public service and business service and various types of human resources service providers coexisting with more than 30 years of hard work . The status of human resources service industry as an independent service industry sector has been established and its importance in economic and social development has been on the rise. However, on the other hand, as China's human resources service industry is in its infancy, many growing problems are also accompanied. Committed to promoting the healthy development of human resource service industry in our country and providing services for high-quality employment, this article focuses on the development of foreign human resource service industry and analyzes and compares it from a global perspective, drawing on our experience of reference.
