目的探讨用德尔菲(Delphi)法评价南通市各县公共卫生应急反应能力的可行性。方法通过专家咨询和现场调查筛选指标并加以整理,确定权重,进行综合判断。结果县级公共卫生应急反应能力评价指标体系由4个一级指标,13个二级指标构成;通过线性综合评价模型,探索出一条比较县与县之间公共卫生应急反应能力高低的方法。南通市各县公共卫生应急反应能力顺序为启东>通州>海门>海安>如皋>如东。结论评价指标科学、可行性好,有较大的应用潜力,可为公共卫生应急管理提供参考。
Objective To explore the feasibility of using Delphi method to evaluate the public health emergency response ability of counties in Nantong City. Methods Through expert consultation and site investigation, the indicators were screened and sorted out, weights were determined, and comprehensive judgment was made. Results The evaluation system of public health emergency response capability at county level consisted of four first-level indicators and 13 second-level indicators. Through the linear comprehensive evaluation model, a method of comparing public health emergency response ability between counties was explored. Nantong City, public health emergency response capacity of the order Qidong> Tongzhou> Haimen> MSC> Rugao> Rudong. Conclusion The evaluation index is scientific, feasible, and has great potential for application. It can provide a reference for public health emergency management.
