《国务院关于解决农民工问题的若干意见》明确规定:“建立工资支付监控制度和工资保证金制度,对发生过拖欠工资的用人单位,强制在开户银行按期预存工资保证金,实行专户管理。”但目前各地在建筑领域的基本做法是“一刀切”—所有施工企业都被强制交农民工工资保证金,不交就不能备案,不交就不能承接工程。农民工工资保证金层层上交、收而不用、资金沉淀和多头管理的问题日渐凸显,施工企业呼吁改革民工工资保证金制度以减轻企业负担的声音也越来越强烈……
