1993年3月22日,青岛市人民政府通过了《青岛市人民警察巡察暂行规定》,仅仅10天后,在岛城的市南、市北两区,首次出现了一批身着制服、臂带黄色巡警袖章、英姿勃勃的青年警员,他们的身影活跃在车站、码头、繁华闹市以及旅游景点等地,为岛城增添了一抹抹橄榄绿。青岛素有“东方瑞士”之称,是中国15个经济中心城市和14个沿海开放港口城市之一,同时还被国家列为经济计划单列城市。继上海、北京、天津等大城市之后,青岛又成为率先在全国试行巡警巡察工作的城市之一,自此,岛城的治安环境和警务制度,也迈上了新的层次。
