我国农村经济变革的重大成就之一是乡镇企业异军突起。在东部沿海地区,乡镇企业已经成为整个国民经济的重要一翼,在许多地方甚至是“半壁江山”。相比之下,不发达地区乡镇企业的发展却犹如一泓池水过分安稳而平静。然而,没有乡镇企业的超越发展,要实现不发达地区农村的繁荣乃至于整个中国农村的现代化,都将是困难的。因此,考察和探索加速不发达地区乡镇企业发展的机制和路子,显得十分急迫。
One of the major achievements of China’s rural economic reform is the sudden emergence of township and village enterprises. In the eastern coastal areas, township and village enterprises have become an important wing of the entire national economy, and in many places they are even “half the country.” In contrast, the development of township and village enterprises in underdeveloped areas is like a flood of calm and calm water.
