我国林业有害生物数据的采集、管理与传输主要为国家、省、县三级责任制,通过近十年的建设,国家级数据汇交中心系统、县级数据传输系统已经相继建成并投入使用,为林业的信息化建设奠定了良好的基础。但省级管理部门承担着宏观管理与业务指导的重任,也需要实现数字化、智能化的管理要求,因此本文主要是探讨建立省级管理信息系统的技术方法与功能,以适应新时期生产管理需求,并很好地完成承上启下的业务职能。
The collection, management and transmission of forest pest data in China are mainly three-level responsibility system at the national, provincial and county levels.
