刘江波承包横山县河口庙水库的消息,我刊曾经在1988年《陕西水利》第4期上披载过刘江波本人撰写的《我是怎样承包河口庙水库的》。他的生动事迹和走的路曾受到各级领导的赞赏,给以很高的评价,并强调指出:“深化水利管理改革的关健在于实行承包制”。刘江波承包水库已有四年之久,目前的情况如何,这是大家很关注的一个问题。焦副厅长和焦德顺同志写出了这篇调查报告,文中指出他仍在奋斗不息,忙于创业,苦于经营,但是,路也是不平坦的。目前,有的地区还不能服从统一调度,给水库灌溉防洪工作带来了一定困难。如何把水利工程管理承包制很好地贯彻下去,值得我们深思,也有待我们共同努力清除路障,开拓前进。

He emphasized: “The key to deepen the reform of water conservancy lies in the implementation of the contract system.” Liu Jiangbo contracted reservoir has been for four years, the current situation, which is a matter of great concern to everyone. Jiao Deputy Director Jiao and Comrade Jiao Deshun wrote this survey report, stating that he is still struggling, engaged in business, suffering from business, but the road is not flat. At present, some areas can not obey the unified dispatch, which brings some difficulties to the reservoir irrigation and flood control. How to carry out the water conservancy project contracting system well is worth our pondering, and we still need our joint efforts to clear the roadblocks and make progress.
