近年来,全国电梯安全事故频发,若没有完善的电梯安全应急救援体系,一旦发生电梯公共安全问题,预警响应体系不完善,应急救援的及时性、科学性、专业性难以保障。2015年7月14日,西安市特种设备安全运行监控中心启动,开通西安“96333”应急救援专线电话,依托“电梯应急指挥系统”及“电梯应急处置系统”两大系统,建立了一级响应为主、二级响应为辅、三级响应为保障的电梯三级应急救援网络,电梯应急处置平台正式投入使用。
