PPP模式是以契约为基础实现政府与社会资本利益共享、风险共担的合作模式。项目建设周期冗长、参与主体有限理性的特点使得PPP合同具有显著的不完全性。文章从不完全契约理论的视角出发,为PPP合同签订中风险分担模式、利益分配机制、合同最优设计提供思路,保障PPP模式在我国经济建设中发挥更大作用。
PPP model is based on the contract to achieve the government and social capital sharing of benefits, risk-sharing model of cooperation. The long construction period of the project and the bounded rationality of the participant makes the PPP contract notable. From the perspective of incomplete contract theory, the article provides ideas for risk sharing mode, benefit distribution mechanism and contract optimal design in PPP contract signing, and ensures that PPP mode plays a greater role in China’s economic construction.
