随着改革开放的进一步深入和市场经济体制的逐步确立,“九五”期间,企业在市场竞争中的主体地位也日渐形成。在这个新旧体制的转换过程中,加强企业管理主要抓什么?其着力点在哪里?这是企业各级领导和广大管理工作者都应该认真思考的问题。笔者认为“九五”期,国营大中型水运企业(下称水运企业)强化企业管理必须坚持“以市场为导向,以质量为中心,在深化改革中抓管理,在加强管理中求效益”的方针。这个方针为水运企业“九五”期强化企业管理提供了基本的思路。
With the further deepening of reform and opening up and the gradual establishment of a market economy system, the dominant position of enterprises in the market competition has gradually taken shape during the Ninth Five-year Plan period. In the conversion process of the new system and the old one, what are the main points of strengthening enterprise management? Where are the focal points? This is a question that should be seriously considered by leaders at all levels of enterprises and general management workers. In the opinion of the author, in the Ninth Five-year Plan period, the state-owned large and medium-sized water transport enterprises (hereinafter referred to as the water transport enterprises) must adhere to the principle of “taking the market as the guide, taking the quality as the center, grasping the management during deepening the reform and seeking the benefits in strengthening the management” policy. This guideline provides the basic idea for strengthening the management of enterprises in the “Ninth Five-Year” period for water transport enterprises.
