业主对工程造价控制与管理是建立在满足合格项目质量标准的前提下进行的。在投资决策、设计和建设项目实施阶段过程中把工程项目费用控制在批准的限额内,力求取得较好的投资效益和社会效益。工程造价的控制与管理是一个动态的管理过程。项目实施阶段的工程造价控制与管理是实施建设工程全过程管理的重点,本文针对这一重点讲述业主方在建设项目实施阶段造价控制与管理过程中的作用和应注意的问题。
The owners of the project cost control and management is built to meet the quality standards of qualified projects under the premise.
