实践中检察委员会研究的“应当提请检委会决定”“有重大意见分歧”“有重大社会影响”三类案件,因范围界定不够清晰,容易出现检察委员会讨论案件数量过多、不同议案比例失衡等问题。为保证检察委员会聚焦重大案件和重大问题,也为了适应办案责任制改革要求,应当进一步完善检察委员会议案的范围规定,建立“应当提请检察委员会决定案件—有重大社会影响案件—有重大意见分歧案件”的分层议案范围体系,并建立健全检察委员会议案的会前程序和考评机制。
